Mostly newbie commit mistake and are unguided this is why I am active in creating post in beginners and help section in raising for awareness and most of my merits are from that section.

Yes, everything is great. The OP wrote that he did not want to create alternative accounts in the event of a ban. After all, he did not write his request to cancel the ban from the newly registered account.

I unblocked the account with a sig ban. If you prove yourself to be a worthwhile member and/or receive a decent bit of merit I will consider removing it at some point.

This is a new case of getting ban and then lift the ban and put to minimum punishment to signature ban instead?

Well good for the OP, I kinda like this how the moderator being flexible in their decision making. Closing doors to other members without consideration is somehow considered worthless unless if the user is a shit poster and does not wanted to lift the ban. In this case we can see the OP is real and wanting change in his account. I guess he is also new in the forum and still learning.

Nobody can guarantee you that. Some members have been given a second chance by the admins. The question that is then usually asked is: Were you a net positive to the forum overall? Did you make the forum better in terms of quality and added some importance to it? Some users who did, in one way or the other, were unbanned. Your account was mainly used for bounty hunting. I would say your chances are pretty slim but you can always try. If an admin is in a good mood, he might change the original decision.

Technically it's against the rules to create a new account once banned but ban evasion isn't really enforced here and nobody will know if you don't publicly link them together somehow. Maybe a signature ban can be issued instead though, but given your account is only a Junior Member it really wouldn't take long to get back there.

Not sure I understand you correctly, but sometimes signature bans are given instead of full and permanent account bans. That means that you can still post as normal but your signature is removed for a period of time instead. Given that you were a Junior Member you don't have much of one anyway but it'll mean you can still collect bounties as long as they don't require your signature.

A lot of people have been given pardons or signature bans for plagiarism so it's not a death sentence like it used to be. Signature bans are probably far more appropriate in most of the minor cases rather than a lifetime ban. I really wish theymos would sort the welcome message out urging users to read the rules as this would stop a lot of plagiarism. I think it would be a good idea maybe adding warnings when Newbies/Junior Members go to post highlighting a few of the main rules like do not plagiarise content, do not post referral links etc. There wouldn't be any excuses then as they are literally warned before posting.
