It's obviously never will can be, it's impossible to do. Until whenever Bitcoin is a currency that is clearly different from the offline currency of the characteristics and its natures, that is only in the internet world (must be online) must be connected with an internet connection. Anything done with bitcoin, never can't to do like as a offline currency that can be transacting without internet.
Maybe all of you will be amazed because I say Yes. We can use it even offline. For example let's take this, we have cold wallet where we store bitcoins and we have to pay something that costs for example 10 bitcoin (we have this 10 bitcoin in wallet too, not more or less). Now what we do, we give private keys and etc to pay someone, that's all, we used it offline.
No way! That cannot work. You give private keys to pay someone. Do you have an idea how why private keys are called PRIVATE ?If you ever give anyone that, then all your assets in that wallet is gone if the person totally have a negative mind. Also, even if you want to make use of the private keys, you will still need to load it in an online wallet before you can make use of the funds in it.
I believe a paper wallet could be used for this. Usually on paper wallets you have printed address, amount of btc on it and private key which is hidden. However in order to be sure, you would need to check the address and for this you would need internet.
Paper wallet is good for storing and making your bitcoins safe but it can't be used for transacting since the blockchain network needs internet to operate. And there's no way to confirm transactions if you'll no use internet but if there will be sort of upgrade that everyone can use bitcoin through offline, I think should work on this tech and time will come will just bring our ledgers and pay them upfront by connecting or even by scanning qr codes.

because this is a digital currency and there is no physical money to spend on the market, most in our bitcoin make their main source of income. therefore they can use bitcoin to buy goods or to invest long-term, because bitcoin does not have the tools to use them like offline currency.
In terms of progress, Bitcoin is only between the Introductory and Growth stage. It is not yet known by most people but it has shown growth through the years. In my opinion, it can't be used in offline transactions because it is not recognizable by all, its growth flactuates, and changes like this can take a long time to be adapted.
At the moment it's not possible to use bitcoin like offline currency. To achieve the same fiat convenience, bitcoin has a long way to go. The advantage of bitcoin is obvious but there are still many disadvantages. Hope we can see this in the near future.

When we do talk about offline currency then we would use bitcoin on physical form which isnt possible at all because we do know that we do need internet to make use of bitcoin and also its a digital currency after all and dont have any physical form that would be used on offline. If theres no internet then it cant be used for sure but yet even though it cant be used physically or offline but come to think off that there merchants that do accept bitcoin as a payment just like on having our own traditional credit or debit cards which do really give convenience.Adoption is on the move which we should really not worry too much regarding on how we gonna use it. In my opinion, the next 10 years with the speed of development and popularity of LTE and the Internet are used everywhere, the Internet is as popular as the use of electricity now, the Internet is used every time at everywhere on the world. The use of bitcoin like offline currency is absolutely posible
But the big question is that which company would come forward to do so and how many people will trust it.Since there is no central authority for bitcoin being a decentralized currency,it seems highly impossible for that to happen.

If we browse through this thread, then we'll see that someone came up with something similar to what you're talking about (Google opendime) and despite them stating that it's 'bullet proof', I am not exactly sure how well it works out in reality. I would never ever trust something like that personally -- I just trust on my own cold wallets, and that's really it.

Yes its not obviously possible to use it offline because bitcoin is created to use online and not like a physical money. I think the best answer for this is to study, guide him or teach him more about the differences between those online and offline currency but I think the TS already said the right answer so he should not be worry about how he responded to the question
