You might look into bitcoin ATM's.  There are quite a few companies producing them and expanding on how many places.

If you don't mind linking to a bank account I suggest coinbase.  Also as a security I'm sure not all do this but i suggest opening a checking account just for this purpose.  Assuming you have online banking you can move money in/out of bitcoin/internet bank account as needed.  And you don't need to use your main checking account this way.  Most have free if you keep a certain amount in them, which normally isn't to much.

If you live in the U.S, you can soon buy bitcoin @ Trucoin.com with your Visa or Mastercard, with little or no wait! Not sure about fees or when the site will be completely live.
You will have to pay a huge markup over what bitcoin is trading at on traditional exchanges

You can buy Dogecoins with a credit or debit card on https://coinsachs.com/ and then convert them to BTC.

And https://weselldoges.com/ allows you to buy them by Paypal.

Of course, there's a mark-up because they need to cover the cost of frauds, but it's not ridiculously high.

Virwox allows you to buy BTC with Paypal, but limits are low and fees are high. If a debit card, why not take out cash and buy locally? Or if in the US, use ACH to buy on Coinbase.

How high are fee on virwox.com.

You can find the fees on https://www.virwox.com/help.php#_Commissions_and_Discounts, and limits on https://www.virwox.com/help.php#_Levels_and_Limits.

Looking to buy small amounts of BTC securely with my Debit card.  Can anyone point me in the right Direction?

The insecurity is at the seller's end !!!
Why is it so hard to get BTC without mining? I just don't understand why there is no website where you can simply buy some.

That wiki page first thing i seen was big red paragraphed warnings Sad

Localbitcoins. I've done it endless times. I literally put a $100 note in an envelope, mail it, wait five days, and get my BTC.

The best way is online bank transfer - you get the coins within the hour usually. Localbitcoins hold the seller's coins in 'escrow' until seller confirms the funds transfer and releases the coins to you. They end up in your localbitcoins wallet - send them to yourself from there. Job done.

Are there any implications with the bank though? if it is a large transfer will they ask questions, etc, and have problems if you tell them it is for bitcoin?

Currently held as collateral by monbux
You won't find many people selling for credit card due to the same problem with paypal. Chargebacks.
Even with a Debit card? I'm not looking to buy huge amounts just like $20 worth.

I'm not sure with a debit card but there must be some downfall as I haven't seen many services selling via debit card.

Localbitcoins is probably the easiest, pay by bank tranfer and you can get btc within the hour. Best to just use sellers with a high amount of positive feedback.

used them lots of times...
This looks like it might work is it a timely process start to finish?

No - usually within 10 mins but can sometime take an hour or so. It's not a 'debit card' solution you was looking for but as close as you can get - online banking transfer.

May sure you pick a seller who is online right now (green circle next to name).
Thank you for the help  Kiss I'm going to give it a try
