I dont know if this is off-topic,correct me if I am wrong.
I would like to know is there a way here on bitcointalk or other places on net for fundraising-to collect money in a short period of time for sick friend? Any advice would be appriciated

Since some websites are already given to you. Why not just visit a charity for your friend or any government agency that will give your needs?

Because when once my grandpa needs to have an operation and we don't have enough money for sustaining that operation.

That is correct. It is better to start on your own vicinity or place or even your government to help you initially instead of starting to seek for help online. It is hard to collect donation funds online because of trust issues accompanied with the lack of personal information with regards to a specific person the help for donation will be given.Instead start with those who already know you and they can spread it afterwards.

Anyone can say his friend or any relative is sick to earn some easy money,
And this is why, from what I've seen, this is the worst place in which to solicit donations.  Plus even if you could prove that the money was for starving kids in Africa or for Cancer Victim Mary, people here probably wouldn't donate anyway.  This forum isn't a charity and we're kind of suspicious of charities anyway (from what I've seen).  Good luck OP, but I don't think you're going to find many donators.
True, but I do not think the users of this forum are at fault, there are so many scams in the forum, and I’m not saying in any way or form that this is one, that the members have become very skeptic about almost anything and anyone that ask money for them, just look at ICOs, many don’t believe in them even if some of them are bound to be successful.

Lot's of people use JustGiving.com and even Kickstarter.com for charitable causes. As others have said, it might be better to use this as a portal to raise within your local community, because random strangers are unlikely to have any bond with the recipient.

Not only that, it opens the idea for scammers to start doing the same thing. This is BTC, there are lots of sociopaths out there who will take advantage of the goodness of others for their gain.

Besides GoFundMe, there are also other alternative sites where you can start a fundraising campaign for your friend. Here are some of them:

1) Fundly - This fundraising site is designed for all causes, including health and medical support, education and school grants, pet and animal welfare and protection, and much more.

2) YouCaring - Similar to Fundly, this site is designed to raise money for a variety humanitarian causes such as that of medical, tuition, adoption, community, mission trips, etc.

3) GiveForward - This one I highly recommend. Their primary purpose is to raise money for medical and living expenses as a result of injury or illness.

Check these sites and tell your friend if s/he can coordinate and share his/her story as to help people understand what they are donating to.

I think you post it here in bitcointalk in the off-topic or meta section but you do that you need to prove the legitimacy of the fundraising cause anyone can post here and say that their friend and starting collecting money. Once you've post the decription and full details of your friend then just add some links of your Facebook, twitter account or instagram if you have one of them and if possible try to link your skype account. Just try to post it here some users might flame because they dont trust any charity or fundraising but i guess there is no harm in trying if it's really true.

Even the story is real, it's hard to do a fund raising here in bitcointalk about that case. Try your luck by posting any proofs, much better if all proofs and see if someone will donate any amount. As per every emergency, we are doing any ways to raise money so don't be shy to anything and try all ways.

And as a start, you can try on social media (e.g Facebook) especially on your locals to request some pledges. Do you have some sort of charity offices there that is affiliated with government? You can also try your chances there. Do you have also a foundation of TV networks there? They can give you a segment to their foundation section so that it can advertised nationwide that you need some pledges.

It would be better if you start a fundraiser in Justgiving or gofundme rather than doing it here in Bitcointalk. There are lots of scammers doing this and literally scamming the good people of the society, if you can post solid proof of what you are saying then I guess you will definitely find many donors for your friend.

However it's not easy to get money this way... Anyone can say his friend or any relative is sick to earn some easy money, there are a lot of people trying this. It will be hard to raise money from unknown people.

You have more chances of success if you ask for help in your own community, people who know you, your friend and that know he is really sick.
