Yes, unfortunately there is a limitation in the free version. But for just 3.99 a month, which is the price for a 'Trader account' subscription, you are able to create up to 20 alerts with unlimited notification options. I understand that you're looking for a free solution, but if you don't find one, I don't think this price is that high considering what it offers.
I will update this thread with alternatives if I find any.

Example: Say X coin is $100 right now. I want to be alerted everytime the price either increases or decrease by a certain percent (let's say %1).

So if the price is decreasing, and I've set it at -%1 , once the price hits $99, I'll be altered, and then alerted again when it hits $98..and so on ($97, $96, $95...etc).

And if the price increases, again, considering I set it at +%1, I'll be alerted when the price hits $101..$102..$103...etc.

Almost all the portfolio management app allows this feature. I haven't use it much but the best one i found in  blockfolio app (https://blockfolio.com).
From my experience, by setting too much alerts, it just create a junk rather than anything useful. Better just make an account on coinmarketcap and select your favorite coins.

Block folio unfortunately doesn't do what I described in OP.

Coingecko does send alerts although I don't really tweak on it too much so all the alerts that I see is on Ethereum and Bitcoin. I don't use any since I don't trade that frequently. Binance is my second choice although I uninstalled it for now so I don't have to look too much in the market causing me stress.

As @shield132 said, I only use Binance apart from CMC (coinmarketcap) price alerts.  In Binance you have the option of alert type, it can be in decimals or a percentage value.  If you are using the mobile app, you can find it on the trades button of a pair and click the candlestick icon then you will see it on the bottom right.

It will not allow you to set percentage alerts but will ask for price targets and you will be able to see the percentages in the same box where you set alerts, so you don't need to put in the percentage.

The screenshot you are posted is not from the app I provided link to. That is why you can't find the global interval option I am talking about. Please, read previous answers carefully before replying.

I don't know about dedicated app or a website but I was using Binance for that, cons is that it can't automatically alert automatically the way you wish:

Okay, in Binance, you have to move on Market's section, choose the coin you want to track and then click on Alert. Then there will come a popup of options that incllude:
1. Price rises above (you have to enter the value and alert frequency).
2. Price drops to (you have to enter the value and alert frequency).
3. Change is over (you have to enter the percentage and alert frequency).
4. Change is under (you have to enter the percentage and alert frequency).
5. 24H change is over (you have to enter the percentage and alert frequency).
6. 24H change is down (you have to enter the percentage and alert frequency).

Btw if you need alerts so frequently, what about to just spend more time in viewing the carts? Cryptocurrency prices change so frequently that it will really mess with your attention.

Almost all portfolio tracking apps have this feature, but the problem is that you need to trust a third party (trust about your privacy not the security of your coins.)
I used this tool --->https://coinstats.app/ from 12/2020 to 4/2021 and it was a good experience, I don't know how your experience will be now, but this feature was working fine.
The problem does not lie in knowing the changes every +/-%#, but rather the ability to execute orders when these changes occur. Therefore, you need to connect your exchange API to them in order to implement them.

Is that the time intervals between when the price is updated? If so, 15 minutes seems to be the shortest time. That's way too long. Any other apps I can try out? 1 minute is the longest I'm looking for. The Crypto App is perfect and has so many options EXCEPT this particular one  Sad
I am pretty sure you can change global update interval in settings. You can make the app to update prices every 5 second or so.

Not sure on anything else but I've just found the option on tradingview, you go to select the asset > alert > change crossing in the drop down menu to "Move Up %" or "Move Down %" > set value and bar limit > change frequency to every time or something else (like once a minute).
