I think the OP knows about it, but like the title says. he asks about the legal ways. but you are right, using the vpn and the problem is finished. legal or illegal because it was not important in the game of gambling.
I don't know about the offline casinos but there are a number of online casinos which are from USA and are allowing people to join with bitcoin, I think after bitcoin establish to offline world, it will be allowed to offline casinos also.

Unless your state has a law forbidding gambling all together, you should be able to play wherever you want.
Some exchanges ban your account if you directly send your coins to a gambling site, so you should be careful about that.
Sites can deny people they want and it's usually to avoid legal trouble.
If you're wondering, US is one of the countries with the most restrictive online gambling laws. Make sure you look up state laws too.
