One site that hasn't been mentioned yet is WTCR.ca. They're based out of Canada and sell a bunch of PC parts, plus a few miners as well.

If not , then you could trade your BTC for Payoneer or Neteller or Paypal or SKrill and other known and used payment methods then you buy from whatever website you want to . and that's it

Yes bit-x does work and can be shiped to Algeria indeed , and yes I know your , most of the time , anything via internet can't be received and will be lost on the mail or whataver .

However I'am not using Bit-x (received it though) since there is high fees but there is http://advcash.com/en/ which gives lower fees and it's very cheap (5$ for the plastic card) , owner told me that It can be used to verify paypal (you need money on the card) .

But I guess MasterCard don't verify fully Paypal nowdays , you need Visa card issued in Algeria or Bank account from U.S
Visa cards of those banks (in algeria) works on Paypal : BNP PARIBAS , Gulf Bank (AGB)
