It's just a message of someone who wanted to get clarification on your post about Bitcoin investment. I can't really tell if it's a scam, but you should be careful interacting with anyone privately on a public forum without any call for a conversation. Just deal with who ever it is carefully and if he claims to have a better investment plan. Which I'm starting to think is what that pm was about just ignore him.
I may be wrong but from the nature of that pm I can confidently say it's a scam attempt for some reasons. Firstly, he intrude the person dm portraying to offer partnership or whatever. He should have also commented on the Op thread with such ideas and offers instead of taking it to his pm, this raises the suspicion. People hardly offer legit deal to total strangers without being consulted. If he's legit, he would have drop the offer on the thread and wait for Op to pm first and not be desperate to pm him first.

If I were the the OP, I would have acted like I was very novice and newbie to bitcoin and other crypto. I would have continued the conversation just to make sure to know were the person which I think is a scammer is going. There is nothing that I could think of than it to be scam. The OP topic is clear and easy to understand. No clarification that he wantet than looking for something else.
From the Op profile and his conversation, it's obvious that he's a newbie to this space and I don't think continue with such conversations is idea for him. Even as a professional or expert, entertaining conversation for a long time will definitely cause you to be confused sometimes. In the long run, one may begin to find sense in what the scammer is saying, they are very smart to study your weak points when conversing with them and use it to convince you in the course of conversation. I will advice to strictly cut off the conversation rightly when you suspect anything fishy.
