Never had to try this exchange. Never try to trust all your funds in an exchange, anytime they can shutdown their platform if they want. Try to transact a little amount first on that and if everything goes fine then, its up to you whether you will put big money on it.
I have never tried garlicoin.exchange but if email confirmation may take a while or server is under repair, wait 1X24 hours to get the coin confirmation, otherwise it might be a scam exchange
