Please review my steps:

0) download a linux distro (me its mint 17) and electrum
1)) create a bootable usb key of linux mint
2) put electrum in another usb key
3) turn off computer
4) turn off wifi
5) boot into linux mint
6) verify you dont have an internet connection
7) install electrum via usb key
Cool create a new wallet and memorize the seed and then write it on a piece of paper
9) copy your master public key into a usb key

What do I do next ? I have trouble understanding what a master public key is!

Should I save one of the address and then launch my online pc and send bitcoin to this address?

You need python-qt4 and python-pip installed on your linux. If you don't, you'll need to download those sources and install them.

Once you have the sources for those two installed, type into terminal
Code:
sudo pip install //Electrum-1.9.8.tar.gz

Then it will install for you.

"run".......... let me guess, new to linux?

yes new to linux, i've managed to do it but there is one thing I dont understand :

if i boot to a livecd and i download python and electrum and then I install it on the live cd, doesnt that defeat the purpose of an offline wallet ? i feel i am missing something.

this is what i did:

1) boot on linux mint through usbkey (livecd)
2) connect to the internet and download and install everything
3) reboot with wifi disconnected and launch electrum

but i did that on the same machine, what purpose does it serve to launch electrum offline if i was online in order to install it?

hope you can help

PS: run did nothing, i needed to type "electrum" to launch it lol maybe its because its not ubuntu?
