Is this the beginning of the end for PayPal? No. Paypal has billions of dollars to higher the talent they need. Apple is going threw a restructuring of their executives, does this imply the beginning of the end for Apple. Not likely.
To suggest that Paypal's restructuring is going to lead to the demise of Paypal is a logical fallacy. Just because A causes B and B causes C doesn't mean that A causes C.
Actually - you're incorrect on both companies.
Paypal's layoffs are a sure sign that the company is struggling. Now given that they're enmeshed with ebay they probably won't go away entirely, but I'd be downright shocked if we don't see them being reduced to 'one of many' on the billing side of ebay within the next year or two.
Apple's on the way out. Job's is gone - and Apple's already too greedy to survive much longer. They'll ride idevices for another few years before the tech ages enough that they can't just reskin it and call it an upgrade, and then itunes will carry them for 5 or 10 more years, since people who've invested in purchases there won't walk away from it quickly.
But with Google jumping into the tablet market (and frankly destroying apple on cost, usability and tech) and microsoft redesigning windows to power handheld devices it won't be long before apple is exactly what it's always been before - 'advanced hardware at time of release, but no innovation and no ability to adapt to the marketplace' - aka it will settle to 15% of the market again.
