Odds @1.64 is quite worthy to bet on, this is a good opportunity because if we look at the overall strength of the AC Milan team is better than Verona and also from the last few matches we see Verona is not so good while AC Milan has good strength only they are less consistent.
Indeed, all possibilities are possible in this match, but realistically if for betting options I think AC Milan's victory is worth betting on.

On the paper Verona is easy opponent for Milan because in the term of quality Milan is above to Verona but i don't think it will be so simple because Milan had a problem with their consistency especially while playing for away matches in Serie A and last time they were playing away against Atalanta and they have to lost with final scores 2-1 so i think this is big challenge for Paulo Fonseca to bringing Milan to playing consistent again however the rumour about Paulo Fonseca future currently was appears that he rumoured will be sacked if failed to bringing Milan to gets the winning results from their upcoming matches so win result is mandatory from this match if Fonseca don't want to be sacked

I'm not worrying much if sometimes Simeone Inzaghi did full rotation. He has many capable players on his squad atm. Some players like Bisseck, Asllani, and Arna performed better than what they used to.

A very good result to know if Intermilan has so many great players in their bench. I see how happy simeone with the result. He can often rotate his key players without worrying too much about the gap between his key and benched players.
