This is very common for Napoli because last season was also like that even they were able to secure points for up to 11 games in a row. but the problem is this is quite a long league and often Napoli fail to maintain their consistency mid-season which makes them slowly get knocked off.
Milan can still hold on, at least 1 point is still better than they have to drop points in this match.

I think the draw is fair enough for Atalanta and AC Milan, because they both played quite well and are strong teams in Serie A. Although the match

Juventus missing way too many players is a big problem for them and it is not like the solution is right there, they just need time and nobody can do anything about it.
