Betting on both is indeed the best in my opinion, because as you said, it is quite difficult to determine who will win. On the one hand Atalanta may benefit from the host status, but on the other hand AC Milan will try to get points there. Maybe this time I would choose AC Milan if I had to choose between the two, for several reasons.

Both of teams get positive results in the first match and Atalanta in the last few seasons had consistent performance even they can able to play at champion league although they had decline position last season but Atalanta still considers as strong contender for champion league zone and in this match Milan slightly favourite although Atalanta playing as a host but most of people predict Milan will going to win the match so i personally dare to pick Milan win for this match because of their recent performance and bookmakers provide tempting odds for Milan @2.5
Going with the performance of the two teams, so far in the first match, their performance is good because they won with a convincing result but if we should consider their head-to-head statistics, both teams have scored each other in their last six meetings and AC Milan have had more wins than Atalanta. Looking at their current scoring ability and the squad in the teams presently, I think it will be easy to bet on goals rather than choosing the team to win the game so my preferred choice on betting will be over 2.5 goals or both teams to score as you mentioned.
About the odds, I don't think there's anything that makes it interesting to choose because the comparison is very close and it's still in the @2,xx range. But seeing this response, it looks like Milan is indeed the favorite team but I personally am still not sure which team to win. The reason is, even though in the first match Milan got a win but Milan's defense looked a little fragile in the first half with quick concedes in the early minutes of the match and at the end of the first half. Also, home and away matches don't seem like a big deal for them at this moment, so deciding about the total goals and/or both teams to score seems like a safe bet.
