They are not a strongest and most dominating club in Serie A. They won Scudetto but difference between them and Inter Milan is very small. Either of two clubs are deserved to win Scudetto. Congratulations AC Milan for their first Scudetto after 10 years but because they are not actually dominating Serie A, in a new season, they will have more challenge to protect it.

Because they will have to play in both Serie A and Champions League and will have more challenge from domestic opponents as well as how to allocate their player resource appropriately for the long run competitions, domestically and continentally.

With Giroud and Ibrahimovic, they can only be sure of doing great in next season Italian league and not in the Champions League. They obviously need to visit the transfer window and strengthen their team.
Both Giroud and Ibra are old, especially Ibra, there is no how that he will be able to cheat the nature.

The difference is also money as well. Any team from EPL or a team like Real Madrid would be able to offer him like yearly 20-30 million if they want to, doubt they would pay THAT much, but they can if they want to and that's the biggest difference.

It means that we would be seeing a great deal of offers for him that Milan can't match. If the situation was like Liverpool offering 20, and Milan offering 20 and then Liverpool still somehow winning that bid, I would totally understand the logic of picking the bigger club. But this isn't even like that, it's more like 20 million by Real versus 7 million by Milan at best type of situation and the answer is obvious there.
