Is there any reason why sites don't want to accept people of 'Newbie' status? I mean, I'm slowly getting away from it, but I don't see how people's posts are suddenly worth more when they hit an arbitrary threshold.

When you get to a higher member rank, you can make your signature looks better with bigger font size, font color and background color.
This should bring more attention to your sig, and bring more traffic to the advertised site.

I just somehow managed to blast myself out of "Junior Member" status and I can now take proposals for the signature. I'll browse a few of the posts here but if you really, really, really want me to put your text ad in my signature, reply here with your details and I'll pick somebody who has a positive trust rating, is reliable about paying out, and has a decent payment structure.

The best program for you IMO is either PD or LuckyBit.

PD: 0.0004 per constructive post, 50 posts minimum a month, cap 2.4 btc a month (you can't reach it lol)

Maybe it's because the higher ranking members can create splashier and more noticeable signatures. (And the link thing.)
An jr. member isn't avaible to put link in the signature.

Also I think because it's too easy to create new accounts then flip them in digital goods.
