This is what he should focused on instead of beating war drums with the west and his own brothers' the south Korean. After spending some fund on this and war broke out between them and west what will happen to those things he is building. He should also think how many of his people that will die during war and suspend this idea of war he always have and focus on developing the country.

Well, they're just getting by. The only reason a government would make compromises with its people is if they actually require the people to earn money. Which is also why being rich in resources wouldn't exactly make the people richer.
