The payments are not done. We haven't made the KMD payments yet. Those will be made in about 3 weeks when we distribute the coins to ICO investors.
There have been some delays as we are waiting for the ICO site to support BTCD snapshot & swap. We are now testing the features and it should be online soon. After that things will start moving.
I'll contact the campaign manager and ask what's the situation with those who just complained about not receiving the payment.

It looks like it all depends on users. Some of them don't read informations and are waiting for payment but they don't meet the basic conditions - even as simple as message Bitcoin adress to correct mailbox.
As long as all users do that, the payment will be waiting. Do not forget that this was probably the biggest signature campaign on Bitcointalk.
