A quick skim on their subreddit and I see a lot of people complaining about closed accounts, so perhaps a ban wave more than the usual? though I don't see so much of it on twitter hence I can't say it's highly likely.
Closing multiple people's accounts with their funds locked inside, without disclosing any reason for doing so seems like a good way for the exchange to keep some of the money to themselves. People should take note that they cannot trust centralized exchanges with their funds, you might not be a victim today, but if you keep on storing your funds in an exchange you'll lose it.

There is also an ANN thread from Kraken on Bitcointalk but the OP, the famous Kraken founder, Jesse Powell, doesn't seem to come here anymore and no representative reply there either.

I don't understand why Kraken couldn't send back your money to your account, it's weird. Few years ago, they asked me an extra KYC for a fiat deposit from a bank account, I refused to complete it and they sent me back the funds to my bank account without any issues, they even took the normal withdrawal fees for that. If they can't send your money to this bank account for some reason, they should at least offer you to send your funds to another one.

I don't understand why they can't just let you withdraw your funds on their platform. The whole asking your bank to refund you seems roundabout. I would try to get an explanation for that.

A bit of a warning: be careful of phishers, always verifiy you're talking with a legit kraken support agent!

These exchanges will always say that they cannot disclose a reason even though they're already departing you from their service.

Anyway, if the bank can't do such grant for that request, then how TF you'll be able to make that deposit. These exchange should give other options when the bank itself can't help you with that.

If the bank and kraken can't help you, mind you email your central bank and put CC on your email together with the two of them regarding this concern.

We should know that in dealing with a centralized exchange, there must be a tine they will request for KYC, but there are level of information required from them that will signal scam to you if you're being sensitive because they wouldn't have gone too far in asking those things in demand if it were them, scammers uses many means to make sure that they make it appears to us that the informations is directly coming from them, but when we know how to differentiate these, we will not be scammed even though they sent us.

Which faqs are you referring to? The CAD deposit refund request? I don't think it will work on OP cases since Kraken explicitly told him to request a refund from his bank. If it is really an archived FAQs page, most of their explanation probably no longer applies. There should be an FAQs page on their support website anyway. CMIIW.

I found an article about alternative requests for a refund, not Euros but I thought the mechanism would be the same. I hope to solve your problem. Find it here.

If we are to label each and every centralized exchange that has this kind of problem as scammers, then all centralized exchanges are scammers. Let us all, therefore, avoid them.

I understand that bank recall is not an easy process and it all depends on their policies, but is there a bank that doesn't offer this function? Isn't this feature required by law? Especially in your case in which the company itself was the one that requested the bank recall, I suppose it's easier. Anyway, you might want to consult a lawyer who is an expert and has experiences in fund recoveries for this. He/she might give you the best advice.

It might also help if the response of the bank is put into an official document so that you can forward it to Kraken itself. They might take another route favorable to you.

I provided my bank statement! After discharge they will write:

Request a Recall to be made from your Bank for the deposit of €799.46 made on the 14th September 2023.

Bank refused my request

I'm not from the US so I never used Kraken, but your option here is to simply tell Kraken customer support that your bank doesn't support such request.

Now, if they can't/won't comply, maybe they're just sending the same copy-pasted response, try to get their attention on Reddit/Twitter. Bad publicity will almost always get a higher support agent to contact you.

I have never experienced such a thing before because I use p2p service to buy my Bitcoins and then transfer to any exchange of my choice afterward. They have no right to keep your money blocked in the account.
At least if the verification has failed, a refund should be possible, and I think this is what they are trying to request you to do. But what I don't understand is that you said they scammed you 1,700 Euro, yet the recall is for the deposit of €799.46, Why the difference?

I'm sorry but that's how centralized exchanges operate, they can close your account and confiscate the money that's in your account without giving you a reason for doing so.

It should be easier for Kraken to just return the money, because it is in their possession, why going through the process of requesting a recall from your bank. I have never requested something like this from my bank, but why did your bank refuse the request? It should be something they can do right?

You said Euros so I assume you're in the EU, if you have deposited to Kraken via bank transfers your transfer was probably SEPA your bank must have this function since we're talking about a transaction to a financial institution, there is no country with an exception to this since 2019.
File a claim with your bank!

Second, why not tell Kraken to simply return the money to the account that made the deposit?

Where else can I file a complaint about this service?

Your Financial ombudsman for a mediation between Kraken and your bank, then your national consumer protection agency.

You should move this to scam accusation board[1]. In the lower left of this thread "move topic"..

I don't know why a bank doesn't have a statement of account when most of them have but without it you can't get your fund there for obvious reasons. Or do you mean by "recall" is refund? I guess this is something a bank can only do for a certain transactions like frauds, etc.

This is the cons of having fund on such regulated exchange, or i say most US based exchange.

Initially, they closed my account and asked for a bank statement proving the receipt of funds into my KRAKEN account.
I provided everything after that, they started answering me once a week:

Hello Juan,
 
As previously stated unfortunately, we must inform you that we will be closing your Kraken account. For security purposes, we cannot disclose the reason for this action.
 
Please note that as you still have a balance on your Kraken account, we request that you complete the following actions:
 
Request a Recall to be made from your Bank for the deposit of €799.46 made on the 14th September 2023.
Kindly note that you cannot open another Kraken account.
