Your best bet is btc-e.com with credit card over Netteller.

This is not the case with ALL of the forum sellers, I have bought from people that accept paypal and have sold to people that sent me paypal payments.
The reason why people avoid paypal is because of its high transaction charges and the insecurity of it's reversibility.
Btc-e is best used with liqpay /interkassa, but using neteller with btc-e is quite complicated, the minimum amount to be deposited is atleast $500 and you have to create a support ticket to start the transaction, plus neteller and btc-e have their own charges. Especially withdrawing cash from btc-e is very expensive, compared to other exchanges.
The only other exchange that overcharges MORE than btc-e is Virwox.

Yes but that involves tons of charges. If you are wiring money from India, you end up paying bank charge + forex charge + bank charge of at the destination country. It is not suitable for small time buyers.

Hi - eventually found this site through a long google trail and it seems legitimate. Considering this is both my first post and visit to this site, I'm sure I'm considered the aforementioned "noob," so I'd be willing to follow your procedure to buy $100-worth of BTC from you via Paypal. I m not sure if you are capable of replying to messages but yes I do sell with paypal, visit my original thread post and view my past customer reviews, some of them have also updated my trust score.
Currently if you pay me $100 in paypal I will deduct the paypal charges and then make you wait for 3 days so that the amount becomes irreversibly deposited in my bank. After which I will add 16% to the current market value of Gox and pay you the equivalent BTC of that amount.
so if I'm not a noob does that mean you will always pay first?
No, I only pay first to people who have had atleast 10+ trades on this forum, and people who have 10+ trades dont actually need to buy from forum exchanges.

It is tempting but why do you have bad trust and "trade with extreme caution!"?
