You simply import/sweep the private key into your client of choice. Check out this website for some information on how to do that: https://en.bitcoin.it/wiki/How_to_import_private_keys
For these, you would use a program or website (like https://www.bitaddress.org/) to generate a public/private key set.
If you want to use https://www.bitaddress.org/ then... click on the "Paper Wallet" tab along the top, then check the box for "BIP38 Encrypt?", enter a suitably long passphrase (and make sure you don't forget it ), then click on "Generate". This will produce public/private key pairs that are BIP38 encrypted for you to use on these cards.
