I think their is not proper counting of these people. But you can calculate when did they started from here:

Legendary: Activity: the Legendary membergroup has no universal activity requirement.
You are guaranteed to become Legendary somewhere between 775 and 1030 activity,

So it mean one will become legendary after approximately 2.1 year.

I don't know amount of legendary members. But as far as when they had to start:

To get legendary you have to have ~~800~~ 775 activity or 55.35 periods. Since you cannot have to wait on period this would mean 56 periods at a minimum. So over 784 days.

And legendary is random so it could be more then this. You just don't know when it will happen only know minimum requirement.
