When I receive Blockchain.Info BTC, the BTC address changes afterwards.

If you choose an bitcoin payment address,there is no way they will change it,unless it is a scam!
Just use chainblock or Xapo,xapo have almost no fee's but chanblock is really cool too,decide by yourself.

cex.io allow you to use their service with a permanent address.
but I don't understand what you mean for "free" , because only a casino (like directbet) offer really free wallet online but you don't have all functions (like save the priv key,sign a message etc)

Suggestion for you mate that dont use exchangers as your wallet and dont put all your btc there because their are big issue happen like mtgox collapse and scam many peoples money who use their exchangers as subtitute wallet thats why it ia not good idea,

Btw for OP why dont you use xapo wallet their addy is not changing and i used it for many months since ive used bitcoin and i think they are secured wallet provider since i dont get any issue using their service providing. And just log in it on one IP only.

maybe you should tell us what exactly is it you want to do? if you want to have a bitcoin address that you can always receive your payments there then both wallets you mentioned do that. and if you empty that address it wouldn't be removed from your wallet it is still yours.

if you are just here in my country i can recommend coins.ph they give you a permanent address i've been using mine for maybe at least a year now.

As far as I see it in my blockchain.info account the adress always stayed the same. Are you sure your BTC adress changes? Just make sure your account is fully registered and verified.

In my opinion online wallets are fine to use as Long as you have only small funds there. If you think to store more than 0.5 BTC you should move to an offline wallet.

this is my method how to create permanent + unique address
1. download the vanity address file then create new address tutor at here >>> https://www.cryptocoinsnews.com/get-custom-bitcoin-address/
2. instal mycellium wallet address then restore your unique address at mycellium

now you have permanent wallet address + uniq, also don't forget to backup your privekey , so you can import your wallet at other device

Why would you want an online wallet? There's always tons of stories about them getting 'hacked' or issues with how simply they create your private keys and it's found out by people who exploit it. I would suggest Mycelium. It's a great app. Also, don't use the same address! That's not the way Bitcoins are supposed to work!

I guess they generate new bitcoin address to you for security reasons and anonimous course. Because if you use only one wallet just for the transaction, then your money will be easily detected. I think there is no such service, most providers generated new wallet for you. Thank you

2. Reusing the same address

Any reputable wallet is open source (free), gives you exclusive control of your private keys (not online) and doesn't promote reusing addresses.

If you use blockchain wallet save your privat keys because if they will be down or gone for a while you will not be able to use your bitcoins, i would not recommend you to use blockchain at all.

Better use multibithd or something like this.

Just writing some code

No reputable wallet will ever allow you to always reuse the same address for everything. It is not recommended because it can weaken your security and make it easier for people to track you. What you can do is to have one public address that people send Bitcoin to. That address will always work; it never "expires". However when you spend the Bitcoin, the change will go to other addresses.
