I will explain quite simple with my own knowledge.

yes affiliate link and referral link is work like same. when you will copy referral Link from your gambling or any others account and share it to your friend and if your friend open an account using your refer link and use this account for gamble then you will get some referral bonus as Commission. I think that in some cases, people might not know that they're promoting scams. They might just be trying to make some money through affiliate links without doing the proper research. But even if they don't know that they're promoting scams, they should still take responsibility for their actions. If they're promoting something that turns out to be fraudulent and are alerted to it by the community, they should apologize and remove the links immediately.
