I had 2-5850's, Vista64, CCC 13.1 and Cgminer 3.1. Make sure you do a complete uninstall of the CCC drivers. Also, you are deleting your .bin files from failed attempts in Cgminer? Maybe I need an older version of cgminer?

Ah yes, KWH of course, I'm sorry. I haven't tried those yet. I was hoping someone could point me into the right direction, before I start trying them all one by one 
Try the latest 12.xx drivers. Maybe 12.10? Hope it works for you.

I've already tried 13-4 . It doesn't work.

i think 13.3 or 13.4 is a good version to start beta drivers are always a bit iffy

I believe you need to use a much older driver. There are a few threads already started about this.
