Its always a good idea to try out new sites with a small deposit to check if its still active.
exactly once, or you can create a new account and make a deposit in small quantities, in case the same thing then it is possible that the site has ended, but if the deposit can be done means that they have to cheat your account

No idea, but the site owner has been inactive on bitcointalk since August (https://bitcointalksearch.org/topic/lucky-bitcoin-double-your-btc-easily-spin-wheel-753865).
It probably is not a good idea to try such an inactive site...
