Yes but the problem in all spin wheel (or slots game in casino) is not possible to have provably fair 100% because win number in wheel is determinated. You are using time, it is not a reliable provably fair method. You could adjust the time by just a millisecond and nobody will now it. We have seen this before in luckynumber and in edendice (they changed it after I told them).
If you want to be considered that you are provably fair you need to find another way and not with timestamp.
Also how are you running 50/50 without house edge? I see you can win 9 times and lose another 9 in the x2 wheel. A house edge of 1% is risky for a casino and you just do not have one
