Even though i heard VPN's are laggy, i used a UK VPN once and it worked all good. Try it once
IE is way too old browser and mostly can't handle most website (as my experince) 
It is an old browser but i am currently in such a state that I can't find chrome and Mozilla in the Windows store and either i have to use Use Internet Explorer Or stop surfing the Web
