There is mistake in your calculation ;-)
1) $ 20.400.000 USD would be 68.918 ETH
2) Hard cap of the ICO will be $ 14.000.000 USD (would be 47.297 ETH with your mentioned ETH price)

The exchange rate will be changed slightly before the start of the ICO according to the most current ETH price. Price per Token will be ~ $ 0.024

Actually, I think the Chinese ICO ban is very favourable! People love ICO because of the possible huge gains. This and the way HERO is working ( transparency, to mention one point) is a strong combination. The marketcap will be very low compared to other coins which will be another plus.
Still, HERO seems to fly under the radar, pretty sure many people will regret not investing
