Perhaps, he's trying to turn smart people in to lazy ones so that they may stop working on their own dreams like him
Because it takes strong motivation to work on your "dream" and with free money you'll be lazy and when you're lazy you can never achieve anything.

Perhaps he believes what he says, and has started a private program with a few dozen people, to use his wealth with them as he says. Of course, the people might copy him down to the last detail, and overthrow his operation with operations of their own. So I doubt he is doing this with more than 1 or 2 close friends who have pledged themselves to be on his side.
