What's so special about that? Every new ICO give big amount of money to signature campaign members. Bitcointalk is a big marketing platform for them. Consider it as marketing expense. Minexcoin raised almost 300 BTC AFAIK, they can giveaway some coins to marketing. This doesn't make them a "dead" project.

the problem is they rised 300 btc and giving away 500 btc. amount of bounty reward is bigger then investition amount.

you're wrong. the acquired 2nd ico for the value of coin. they already have the 1st ICO in minexbank which if Im not mistaken sold about a million coins

Yes that is around 2 million coins for the first round at a price of 0.0006 from what i remember.
