Did you install Core yet? If not, it'll ask you where you want the data directory (50GB). If you already did and accepted the default directory it's under C:\Users\(Your Computer Login Name)\Appdata\Roaming\Bitcoin

A specific IP is on your LAN. Lan stands for "Local Area Network", which means anything local connected to your computer via ethernet.

If you want to mine to a specific IP you just have to add a bitcoin.conf file to your data directory and start the server with arguments. Here's a writeup I did on how I run my node. If you have more problems just let me know Cheesy
