Another suggestion, I might be wrong though.
If you just put Bitcoin address or PGP key, it is easy to impose another person. A signed message is better.

one of reputed member told that i am perma ban..
what it means..it has been over 25 days after i got banned my account..
will i be ever allowed again??
Well if you are permabanned then i guess you are allowed to create a new account and start posting right? Or maybe it means that you are perma banned forever, they should change the ban message to something more clear saying how long is the ban and if you can create or not another account

He is not allowed to create another account as that would be ban evasion. Permabanned means that he is permanently banned from this forum. You would know this if you read "The unofficial list of (official) Bitcointalk.org rules, guidelines, FAQ".25. Ban evasion (using or creating accounts while one of your accounts is banned) is not allowed.
If you get banned (temporary or permanently) and create a new account to continue posting / sending PMs, it's considered ban evasion. The only exception is creating a thread in Meta about your ban.
