Withdraws are working as promised and both conflicting reports are true. About 6 withdrawals had been held up, and required my manual intervention, every other one happened instantly.
If anyone is interested in the technical reason for the withdrawal delay, it's kind of interesting: The hot wallet only makes a payment from an output that is confirmed, and due to the rapid withdrawal of bonus amounts -- the wallet ran out of outputs! (A problem which resolved itself next block). Fortunately, all systems worked perfectly -- the transaction was saved as 'PENDING' and proper alerts triggered. So the only consequence was delayed manual processing. I've manually fragmented the hot-wallet a bit, so it can handle far more withdrawals per block.
