Once account is verified you will get full region (20 instances). You have to run the EC2 for sometime (the free tier) then ask support to verify if everything is okay.

If it works with amazon AWS it should also work with that. And I think it should work with both countries as well
Amazon Aws and amazon seller account are entirely different things Amazon sellar account dont accept prepaid card but there are still Few out there

This cards are still up for sale I will be getting new ones tomorrow which hopefully will work on google cloud again as well as yahoo gemini!

I can help you test the VCC myself before you actually buy it so you will not have to worry of the card not being accepted. Message me with the service that you would need it and I will give it a try and report back if it works or if it doesn't
