I am the receiver. This particular tx is from coinexchange to the 0.13.9 desktop client.
I got a bunch more of those txs and some poeple I know have the same issues. The strange this is that some of them were indeed confirming the past days.
All those txs are from coinexchange, to bluetrade or the desktop wallet.

Although they can be seen in the wallets mempools when using "getrawmempool".
I just tested a few new transactions from coinexchange and they were all confirmed within the next block.
