Click the link provided and follow the procedures by making necessary informations relating to your account available and hopefully the account recovery can assist in getting back your account. You also would have to be patient with them because from what I have noticed from users with similar issues, it take some time to have it all done.

How do you know that OP's account was hacked in 2017, yet he made no mention of it?

Try to read the topic title again) - "my account on here was hacked in 2017..."

Besides, I really wonder why OP decided to restore the account only now, 7 years later, after the account was hacked? And if such a miracle happens that Satoshi Nakamoto returns to the forum, then I will also be interested in the reason for his return.

Your account was hacked in 2017, so why only now, 7 years later, have you decided to restore access to your account? Tell why you came back and why it wasn't done sooner. To restore access to Bitcointalk, you need to know the Username, do you remember it?
How do you know that OP's account was hacked in 2017, yet he made no mention of it?

A major hack happened on the forum somewhere in 2015 and this is what I believe OP is referring to as a database hack. People log in back for different reasons after several years, so we shouldn't be too quick to judge him. If he follows the procedures provided, he will be able to recover his account if he is the right owner.
It's because you can see it in the thread title that the account is hacked on 2017 while there's no mention in the original psot and just wanted to recover after many years. If you haven't read the title then you should be able to see it when you read it and that's how I know when the account was hacked and there's no edit history on the post. @OP, you should sign a message using the wallet address you used on that account before as it will help recover the account.

Why is the forget password not working, if you're the true account holder and uses a functioning email address for your account and it belongs to you, then there is nothing in stopping you to have access to it back, another way to do is by signing a message, but still yet, we are not clear on whether lose access to the account forgetting your password or you were banned or something related.
Like OP said, there was a database hack back then. Login credentials were stolen by the hacker and the admin took drastic measures like locking the accounts. So the only way to have the account unlocked is to probably follow the procedures that were suggested by members earlier on

The only way to recover your account is, by signing a message using your old address, which is connected with your lost/hacked account! Do you still have access to your old address? If so you can recover it. Otherwise, I'm not sure whether it's recoverable! You must prove that you are the original owner! Just follow the guide some of the users already suggested!

Meanwhile the recovery process, you can mention the username of your account so that forum members can investigate and it has any sign that it has posting gap or change in the posting style, once you successfully sign in message from an address that's used here can act as verification and DT members will tag so that the account will be secured from the one who is using it currently.

Make sure you don't touch the secret question, because it will trigger a lock on your account.
PSA: ACCOUNTS WILL BE LOCKED IF THE SECRET QUESTION IS USED TO RECOVER IT.

Crytios team can help you in account recovery.

A Bitcoin address, a signed message from Bitcoin private key, a PGP key and a PGP sign message can be good proofs for your account ownership and recovery.
