Hey there, OP. It's been days since you posted this for your birthday so I don't know if your treat is still available but I'd still like to participate since this is not limited to newbies alone.  So below is the details required according to the format on the op. These are actually the posts I created before and some of the words are in our local language but it also contains the universal language. I mean, English. I hope you don't mind.

The rule is 50 merit per user in 30 days. That means you can only send 50 merit to the same user within 30 days. Then, if you have 1000 sMerits then you can also send fairly for 1000 posts or 1 merit per user and you won't break any rules even if you do it in one day. But I'm pretty sure you won't get that amount for a quality post.

If you have any doubt, see how the merit source distributestheir sMerit. One example you might consider is @DdmrDdmr merit send history.

HBD OP, I suggest you should make a list of members that you've successfully merited, it seems no one received merit from you yet? Try making a list on the original post to make things look more cleaner and clearer, Long life and prosperity

By the way, why merit reward only for newbies and who almost rank up? I think it is already a common way to spread up merits. Why don't you give merits for members who never got a single earned merit. So, at least a single merit from you will be very meaningful for them. They will get the merit for the first time.  Smiley

I am considering that, but of course, their posts must be helpful, meaningful and gives great value to the community. If I feel that one of their posts are indeed very helpful for me, I would be glad in giving one. And take note that there are no guarantees for a 100% merit if you all have applied. Because I want everything to be fair and square in terms of giving merits and not abusing them. I am still looking at the posts though to see if they deserve a merit from me for being helpful. Having a hard time in making decisions whether to give this guy a merit or not for such helpful posts and not having full of POAs, bounty reports, etc.

Perhaps this is just my opinion, and it does not claim to be generally recognized, but your help to beginners can be a good incentive for them in the future. You motivate them to do the right thing. But I strongly disagree with the miserable request for credit for the account you answered. If for a long time he could not prove himself in any way, being a full member, this is just talking about his vain presence on the forum.

Agree that the registration on July 28, 2017, says a lot. By this time, many have long become legends, and it is very humiliating to ask for merit in this topic, understanding how newbies hope for bonuses.

I have seen several users interested in the merit you are about to share. Therefore, several users have submitted application according to the desired condition. But I did not see any of them received an merit for submission or application submitted. Is their post that has submitted the application in this thread really not up to the standard you expect ? I also don't see you say anything against the apps these guys are proposing, if they really don't deserve it because it doesn't meet the standard you want then I think you should tell them so these people know and want to improve the quality of their future post.

My advice for you.
1. Try to comment a little for those who have submitted application. This will bring your thread and purpose to life.
2. If you don't have the opportunity to check each applicant's profile to find their worthy post, then change the application format slightly to make it easier for you to get the right post.
Maybe the format will be like this.

My reason:
1. The username will make it easier for you to know who submitted the application for review and to verify the submitted post really the same person.
2. The amount of merit they get in 60 days will make it easier for you to know how often these users make posts that are considered quality by other users.
3. Lastly, you don't have to bother checking each user's profile to find their quality posts as I bet you can't send merit for all of their quality posts (sMerit limitation). Only 3 posts are enough for you to check, it will be easy enough to get them.

These are all my suggestions and views to make your goals better. If you don't want it, just ignore my advice.
