I'm from Pakistan. Majority of my countrymen are not sure legalization of crypto currencies. But our one province/state KPK going forward for legalization of crypto like USA & UK, where you have easily access to crypto & possibly will be treat as currency.
It doesn't matter if the use of cryptocurrencies is legal in your country or not. As long as your country is restricted, you are not allowed to use their services.

Creating a new account is just a waste of time as it will be blocked too. Using a VPN to get around geo-blocking is too risky and blockchain.com may seize your funds if they find out you are trying to cheat!
Just withdraw your coins to an external wallet and find a better exchange which supports your country or, even better, use a decentralized p2p exchange.

All features that are showing LOCKED in this picture has issue of IP Blocked, whenever i clicked them it appeared "IP Blocked". Yes i can SEND/RECIEVE.
If you can able to send/receive the feature, don't make thing becomes worst if you still insist on buying and selling method on that wallet.
Move your Bitcoin right now on the non-custodial wallet and transfer it to your local exchange in Pakistan if you want to convert it into fiat, it could be work on Kraken and LocalBitcoin exchange but of course with KYC procedures.

I heard tons of issues on this web wallet, I must say, avoid using this web wallet if you don't want to have a problem in the future.  There are too many ways and alternatives where to store safely and buy/sell your crypto without freezing your Bitcoin depend on your Ip location, otherwise, forgot that you have stored your Bitcoin there and move on.

If it was about the IP not whitelisted he wouldn't be able to send cryptos, he could still receive some though. However, in his/her first post he clearly says that he can send or receive.

His problem appears only if he tries to buy or sell. So the real problem is about his location since Pakistan doesn't seem to be able to use the feature. Using a VPN won't help much since his account is already flagged as being in Pakistan.
Asking for their support to allow to buy/sell for Pakistani citizens will be a waste of time since the website only follows the laws. Otherwise, it would be open to everyone worldwide. Why lose an income for a company?

Looking for another website to buy/sell is the only solution in that case. The good news is there are many better places to do it.

I'm from Pakistan.
Pakistan is not in the supported country list of blockchain.com exchange. You can use their wallet service because their wallet service is non-custodial but their exchange service is allowed in limited countries. However, you can contact and ask them to allow buy/sell from Pakistan. They may hear you as they stated above of the list.

If that's the error message or problem that you've faced. You can solve it on your own and try to experiment with it by using another computer with a different service provider or just the latter. Well, blockchain.com is known for bugs, and if you're facing it as you access their exchange or swap I think they're requiring a KYC for that feature to be activated, right? And before the suggestions about contacting the support, I'll put that in last and will try to solve it first through the suggestions being said of changing or trying to login through a different ISP.


I will definitely try different ISP. But now I'm thinking  that:
1) It really a ISP issue?
2) Or its originally a trading limit issue?

OP is facing the problem only when he tries to buy or sell bitcoins but every thing else is working fine (deposit/withdraw) so the problem might be related to blockchain.com exchange. May be he is accessing their service from a restricted country!
I agree with hosseinimr93, if the problem was due to enabling the IP restriction feature then he wouldn't be able to access his account in first place.
@OP, the best thing to do right now is to withdraw your coins to an external wallet or at least make sure you have a back up of your wallet's seed just in case.
If you are connecting through a VPN try to deactivate it and see if that solves the problem. Otherwise, only their customer support can help you but don't expect to receive a quick reply from them, assuming you will ever receive one!

Seems you enabled ip restrictions, enabling that feature is only helpful if you have static ip address, in the case you get different ip address from your isp you will encounter this.

To request/reset it you may follow this steps https://support.blockchain.com/hc/en-us/articles/360000896083-I-enabled-IP-restrictions-but-my-IP-address-changed-and-now-I-m-locked-out

Well! I have not enabled that option. But I'll try that solution hopefully it will work if possible.

Maybe you have enabled the login IP restriction?

If not, aside from reaching out to their support, try to also reboot your router but wait for a few mins before turning it on and check if that changes your ip address otherwise you can contact your ISP for a change.

If you have your mnemonic seed/backup phrase, you can easily import it to another wallet like electrum (how to)

No! i have not enabled that option. About router it has static IP, but this was not my internet/ip address forever.  With passage of time i used/changed/upgrade internet connections/routers.
Thanks about electrum. I have read pretty much about that on this forum. I'll try in future.

I suggest moving your funds to a personal wallet on your own device so you don't encounter these problems in the future. It is 2021 and there are much better options than Blockchain out there. There are too many people who have had problems with this wallet that it should not be trusted anymore.

Op's problem for sure was enabling the IP restriction as advanced security on Blockchain.com.  It may automatically lock out your wallet when you open it using a different IP address.

Do suggestion above to contact quickly the support, it might take a long time for them to respond just patiently wait for it.  If you can able to recover your wallet on Electrum wallet just like suggested above, you may also try that to bypass restriction if there's no choice or when the support didn't respond yet.

Once your Bitcoin will recover, move out into a wallet that you have your own control over your private key, and Electrum wallet still the best open-source wallet not this very buggy web wallet.

If yes, then you can still regain access to your funds using this link: https://login.blockchain.com/#/recover. You will need to fill in the 12-word phrase. Please note that this process will create a new wallet ID

Blockchain wallet/ website contains lot of bugs and I faced the crash many times in the past but I have never encountered this error which says IP address blocked, this must be something related to the security layer you added or they have as a default feature. The only way is to contact their support team and wait for their further help. Try logging in to the mobile version and let's see what happenes.

I don't think that's the case.
The article you shared says that if you enable IP restrictions, you can log in to your account only from a certain static IP address and you can't log in with other IP addresses at all.
According to the image posted by OP, he/she has logged in to the account.
Ye, that's what I observed but never heard such issue before and never get an answer in the internet or in the blockchain.com support page, only that article related to ip address. That's why I think it could be.

But OP feel free to message their support you may get enough info and get helped.

I don't think that's the case.
The article you shared says that if you enable IP restrictions, you can log in to your account only from a certain static IP address and you can't log in with other IP addresses at all.
According to the image posted by OP, he/she has logged in to the account.

I agree with using more secure wallets like electrum instead of web wallets like blockchain wallet, but that's not the solution here.
According to OP, he/she is able to send and receive bitcoin. OP's problem is probably with blockchain.com exchange not with their wallet.
