I think that is the most common problem that many people has with their passenger. I have that experience with my uncle, nephew, friends but I always tell them that I do not want to get a fine from the police if we are caught. I say to them that the money can be used to buy food or use it for having fun rather than to just pay the fine. I am telling that to my nephew if they do not want to wear a seat belt. Well, at least, that did works for me

Let him watch those results of not wearing seat belts. That's for sure going to teach him and as well give him fear of what could be the implication if he's not going to wear his seat belt.

Educate your kid that it's required by the government and as well as for his safety.

Wouldn't that be a bit of traumatic education way for a 10 years old? It would be better to approach children of that age in a more gentle way.
Not really.

You gotta scare him somehow for him to obey. You have to let him visualize what can possibly happen if he's not wearing a seat belt.

But I agree to you that there's other gentle way but based on the situation of OP, you've got be hard on that type of kid.

Children are not creatures that must obey. Raising by fear brings many problems one after another. When you solve problems by scaring them, you will have to scare them more in bigger problems.  In this way you are creating a fear kingdom. And this kingdom will cause many problem. For example, when he needs help or makes a mistake and will try to solve it on his own because he is scared from you and your actions and your reactions. In this case, he can get himself into very bad situations.

But instead of scaring them you should beat them with your intelligent power. You must show them you are the boss with your brilliant solution. In my country there is a saying "The son is the secret of the father". You should act the way you want your child to solve problems. Because they will imitate you.

Apparently this is common thing for children. I had the same issue with my nephews. They were bored with the car trip all the time and wanted to explore the around. First of all, we overcame this problem for a while with things like toys. They were back to the old days when they started to get bored with it. We tried something different; every time they took off the seat belt, we were going very slow. When they realized that they were getting more bored this way, they stopped this behaviour.
