Oh. Dunno why I didn't initially think of this. Some ISPs have per-connection QoS limits (so you may have a 2mbps connection, but for each connection you make, you're only permitted maybe 500kbps). 10kbps would be stupid, but I guess it's possible.

Try a download accelerator like Download Accelerator Plus (riddled with adware... maybe there's a better recommendation) which will force extra connections to download the file in parallel and get around the possible restriction.

You're probably downloading from a server with a poor upload speed.

What my ISP claims: 30Mbps/30Mbps
What I really get: 9Mbps/0.5Mbps

Most things are actually faster with a VPN though, which makes me pretty goddamn suspicious of throttling/etc.
Why can't there be a decent ISP like Charter where I live? ;_;

My Internet speed test results are,
Download Speed: 18.89 Mbps
Upload Speed:0.795 Mbps.
I check my internet speed from ScanMySpeed.com
What you think about this speed?
Is this good or bad?

What are you downloading and where? Most of the website are capping download limit to free users.

You can test for TS here: http://broadband.mpi-sws.org/transparency/bttest.php

Couldn't find CenturyLink here: http://wiki.vuze.com/w/Bad_ISPs#United_States_of_America

Tests made here: http://broadband.mpi-sws.org/transparency/results/ didn't find any TS.

Your problems reside elsewhere, could it be on the other end?

Could be all sorts of things.

Who's your ISP? How are you downloading (torrent, web browser download, through some download manager)? Do you use proxies? Are you running any programs which consume a significant amount of bandwidth while downloading (web browsing, Bitcoin client, Skype)? What was the latency of the connection, as measured by speedtest?
ISP: Centurylink
How downloading: Web browser download
Proxy: No
Programs: Not other then the web browser
Latency: 69 ms

You got throttled by your ISP. Try using vpn or tor, and you'll get your max speed.
Maybe a VPN but not Tor.  Wink

OP, I doubled my download speed from 5 to 10Mbps (max for my plan) by disabling the QoS in my router.

I can't find anything suggesting CL throttles or otherwise shapes certain traffic. Should probably contact their support if you're confident you aren't using the bandwidth elsewhere. (if you only have one PC on network, you can double-check by downloading something like NetLimiter -- the free version will still show how much bandwidth each application is sucking down)
