It seems they have provided a pgp key. I do not understand why they will provided pgp key to you.
This is the letter of guarantee which is the only way to prove that the accuser sent his coins to one of the mixer's address as it contains the receiving address and is signed by the mixer's PGP key. Without it you can't accuse them of anything since no one is going to believe you.In this scam accusation thread, for example, OP claimed he sent 13 btc to mycryptomixer but he couldn't prove it because he didn't download the LoG. No one can tell if he really sent the coins to the mixer or just making things up.

I have no experience of using this mixer before but was it a trusted mixer site where you were comfortable depositing 3 BTC ?
Normally new sites when see the deposit of 3 bitcoin could easily think to stop the business and scam this amount which is big enough for them.
