Yes because you are new and didnt read the rules, and people have scammed so many times.
Accounts are easy to create here, you dont even need a valid email.
So because of that, if someone new shows up and asks for money without following the rules,
their account gets marked as not trusted.

No it's not. Firstly, most cloudmining are scams .... secondly, with legit ones you'd be mining dust for 10 days with 1btc. Who would wanna risk that ? Before posting please read the rules and take note on what is valid and what's not when it comes to collateral.
