You are very optimistic and as a supporter of ETH I can definitely say that it is possible! Especially with the current state and I am quite surprised that it is not that affected when btc is moving fast! But we have to keep in mind that other projects are innovating and moving fast as well, let say BNB, but still I am positive that ETH is at 2nd place for a reason.

If you find it cheaper to buy than the price before then why not? It's entirely up to you if you want it now or wait for another dip but i don't think you will find another dip on it if the entire altcoins following the trend of Bitcoin. It all depends on how quickly you're trying to turn a profit. If you're only going to hold it a week or so, then no, it's not. However, if you plan on holding it for a a couple of years or so, then yeah, it's a great price point to get in on.

To decrease the chance to get a loss caused by the bulltrap and you must think to put the amounts that you can afford to lose.
Major recovery is not happened yet.
Why not buy now and forget about it in months? See, ETH dumped when BTC did as well but including the whole market but it is surprising that ETH is still at $170+ but if you can see it should be at least 150$ if btc is like the current price so just like what they say eth 2.0 will be 2020 so a qurter(3months) is actually good hold.
