True, but he can also send cash by mail to a highly trusted bitcoin seller. There will still be some risk though.

Cash by mail sound like a good cheap way. But the chances of the mail stolen is high..

They are as reputable as it gets. And if you add a credit card to your profile you can buy coins instantly I believe. I use it, so I can do speak great things.

You can after adding credit card. They added it as another "verification" that is optional. If it is on file you get bit-coins instantly. Might have to do a transaction or two before instant and also have to verify bank account.

I suggest if doing it set up a checking account just for online, I personally like having one account not linked to main checking account. Most major banks you can get a free checking account with putting in minimum amount allowed. If you have online bank account access can easly move cash to online account, then buy bitcoins

Localbitcoins, and renting don't have to comply with all the know your customer laws, etc. So they take much less verification (normally just payment).

There is another way its long but possible if you want to know more about it pm me I will send you my blog address and you can follow the instructions on there. You can use your credit card and pay around 7% if you want to use btc-e and if you want to use cryptsy it will be around 6.9%. I have written detailed instructions on that blog so pm me if you still need that info and I will try and help you as much as possible I had this same problem as virwox charges 30% on credit cards.

I use coinbase.com its kind of a pain in the ass to get an account setup since they want a bunch of info from you and you have to wait about 3 days to actually withdraw your btc but they are legit and the fee is next to nothing.

If your not in a hurry check out circle.com

It hasn't gone live yet but it is going to be 100% free to convert fiat to btc and won't require as much info. Very cool but might not be an option since it's not going to be available for a while I don't think.

That depends on where you are buying, but generally no. Most of the sellers I know of sell for a fee of 0% to 10%. That would be a maximum fee of $4 to buy $40 worth, and possibly less.

Why do you say 1% is a "standard" fee? You might be able to buy with a 1% fee, you will probably be able to buy with a 5% fee, and you will certainly be able to buy with a 10% fee.
