Without contacting an ISP
I don't think this is possible. The IP address might not be a static IP meaning the the person on an IP right now may not be the same as the person that was on that IP 10 minutes ago. Some ISPs assign the IP when a user connects to their system. You would need the ISP to tell you who was using the IP at the time of whatever offense you are looking into. If they were using a proxy, Tor, or VPN you may never be able to find out who it is.

You run a whois search on the IP address to find the ISP, and then you contact the ISP for more info. They most likely will not hand over the person's information, unless you have a good reason (ex. a police report). You will get all the information you need from there.

I don't know if I can 'teach' you how to do it,
But I'd certainly be happy to help you out with whatever you're trying to do. It seems to me that you aren't really looking to 'learn', or if you are, you're learning with the intention of applying it to something very specific, and its the type of thing you learn best when applying it anyway. So, you may as well just learn by doing, and let one of us help out and explain to you what we're doing, and learn that way. (And then, hopefully, pay us for our trouble.
