He says 1 out of 28 refs will be active for long term he doens't guarrantee that the 27 will still be active but he can guarantee that 1 out of 28 will surely be active for a long time. This means the 27 real humans might got inactive or whatever for whatever reason.

On one hand you say these referrals are normal and on the other hand you say the referrals will be active for long term . I am unable to get the point how you can give such assurance to people .
