The basis for a request to change an account to a new one (due to losing access, account getting banned etc.) is that you have to show a proof of owning the sending address that made the reservation transaction to NEM address. New account has to be unique. Since the possibility of requesting an account change would allow for an early sale of the account, we would like to request a fee of 0.01 BTC sent to NEM development address for a change request (labor cost because we have to check the transaction id +account validity)
Change account request form:
1. What is your post in the registration thread (post the link) ?
2. Proof of owning the sending address such as a signed message from the sending address
3. new account wants to be changed to (if left blank the requester account will be default new account)
4. 0.01 btc fee transaction ID
The requester's form will be quoted in this thread when the request is fulfilled.

If you sent money (NXT, BTC) to the development fund address, you can request a refund until the the Open Beta release. Remember that you can only request a refund if you 1. sent the money to development fund thread; 2. have a post in two NEM registration thread with the transaction ID; 3. you can request refund for yourself only (it is really complicated if you want to request a refund for a different account because you have to prove that you have the permission of that account to request a refund, so it is better to avoid that)
