Don't quite understand your first question on the "Request Nem".

The scheduled standing instruction is in the roadmap. It is called rule based. Some people call it smart contract.:-)
Let's suppose a person is short of some NEM which he needs them badly. He knows his friend's or family member's NEM account ID. So he asks them to send them some NEM through a "REQUEST NEM" button. He inputs their NEM ID and types in the amount he needs badly and creates a transaction by giving a small fee (1 NEM maybe). As a result the friend gets a transaction where he can send the required amount in an one click button or he can just decline it.  Smiley
EDIT: Each request requires an 1 NEM mandatory fee or something relevant.

Also is it possible to add time based transactions- Example: Say I want to send 2500 NEM/week to another account and I can just add a sort of standing instruction in the client. As a result the client sends the required amount every week at a given time.

NEM token prices are falling against NXT, which is falling against BTC, which is falling against USD. Would be funny to see NEM tokens vs USD chart, I bet it will make for some horrible reading.

nxt is gaining against bitcoin... and nem isnt falling.. its hit a floor.. very much doubt it will go below 15k nxt per stake.. look on CMC. nemstake has risen against dollar >20% in 24 hours...

where can i find a nem vs dollar's chart?

This is a good thing: the more people can afford nemstakes the more nem spreads.

On another hand, initial stakeholders got their stakes for free (more or less). Whichever price they sell they make a big profit.
