what restriction are you talking about?OP writes very clear that if you do gamble 1000k bits or 100k bits you get 200 or 20k bits
we gave many such promos and called it no chance to lose promos and paid out. so he needs to pay out. but if he can proof 100% that he is under aged then he does not need to pay but he should not own any apps on MP
I'm telling restrictions like, max. bits to get per person, and max. percent to bet to get the giveaway.
If no restriction at all, and really just a giveaway like this, he will be Busted . haha
But of course, if he pays and it stays the same, I will be glad to participate forever..haha.

OP did very clear formulate his promo in main posting. that he is calling it zero HE I really don't know it would have been better to call it + EV promo
check games and rounds and you see many + EV promos and no chance to lose promos we did in the past
